Try the Par three course at the Asia Hotel on top of the hill on the way to Jomtien.

I really don't know any course that doesn't get even a bit busy, unless you hit off late in the day when you might get lucky.

Most courses have 'sports days' midweek when the fees are reduced, remember the target market is Japanese and Koreans, so it aint cheap.
